Log on to your email using web mail
Click on Outlook
Click on gear (on the right side at the top)
Click on Options
Click on Phone on the left side
Make sure you have clicked on "mobile devices"
You will see a link that says: To add a new device, set up the device to synchronize with Microsoft Exchange.

Click on the type of device you have under the listing "Setup instructions.
